Matt Clifford’s departure from ARIA, the UK’s high-risk research funding agency, has raised pointed questions about how public bodies manage conflicts of interest when their leaders take on roles at the companies they might influence. The Matt Clifford ARIA resignation follows criticism of the overlap between his chairmanship and a new position at US AI company Anthropic.

Why the Matt Clifford ARIA resignation happened

Clifford was the inaugural chair of Research Professional News‘s account of ARIA when the agency was established as a high-risk, high-reward funder. His decision to step down follows the announcement of his Anthropic role, which drew swift scrutiny from critics who argued the two positions were incompatible. ARIA sits within the UK’s science and innovation landscape, and Anthropic is a company whose activities intersect directly with that space.

Several voices, including those from Labour MPs, described the combination as a clear conflict of interest. Clifford, for his part, addressed the criticism directly. ‘I have decided to step down to ensure my work at Anthropic doesn’t become a distraction from ARIA’s important work,’ he said.

ARIA issued a conciliatory statement in response, thanking Clifford for his contribution. That same day, ARIA also confirmed it had accepted Clifford’s decision to stand down from his responsibilities.

What Clifford will do at Anthropic

The nature of Clifford’s new role clarifies why the conflict concern arose so sharply. According to The Register, at Anthropic he will lead the company’s engagement with governments outside North America. That remit would inevitably encompass the UK government, which funds and oversees ARIA. The two roles were, in other words, pointed at the same set of relationships from opposite sides.

A representative for Anthropic told outlets that Clifford had not been involved in any engagement with Anthropic’s existing activities related to his responsibilities at ARIA.

The handover period and what happens next

According to Times Higher Education, Clifford will remain in post until 6 November, at the specific request of Jonathan Reynolds, the business and science secretary, to give the government time to find a replacement. That transition window matters: ARIA is not a large, bureaucratic body with obvious internal succession lined up, and its chair plays a hands-on role in shaping the agency’s strategy and culture.

An unnamed source familiar with Clifford’s position told outlets that Clifford ‘did not seek to be an employee or an executive of Anthropic, given the potential conflict with his position as ARIA’s chair, and also did not seek to have his advisory role involve the UK and Ireland, Australia, Singapore and Japan (UKIASJ).’ The source added: ‘Recent suggestions that Clifford deliberately tried to conceal his involvement in or relationship with Anthropic, when the reverse is true, and the absence of good faith inquiry into these facts is unjust and painful to him.’

The framing from Clifford’s side is one of a process that was handled openly but became politically untenable once it attracted media and parliamentary attention. Whether that account is accepted will likely shape how the government approaches the broader question of what standards it expects from chairs of its public research bodies when they take on private-sector advisory work.

The government has until 6 November to name a new ARIA chair, with Reynolds having personally requested that Clifford hold on through that period rather than depart immediately. Finding someone with the breadth of networks and credibility in both research and technology that the role demands is unlikely to be straightforward.
