PhonePe UPI 123Pay Launch Brings Digital Payments to Feature Phone Users

PhonePe‘s UPI 123Pay launch extends digital payment capabilities to Indians who do not own a smartphone or have reliable mobile data. Which leaves a question worth sitting with: how large is the addressable market, really, and can a feature phone payment service hold its own against the tide of smartphone adoption?

What PhonePe UPI 123Pay Actually Does

UPI 123Pay runs on an SMS-based architecture, meaning transactions can go through even in areas with only limited 2G connectivity. Users can send money to other people using mobile numbers or UPI IDs, make payments to merchants through UPI IDs, check account balances, and view transaction histories. PhonePe says future updates will add bill payments, recharges, and onboarding to UPI.

The service matters in part because of the scale of the platform it sits on. UPI is the largest instant payments system in the world, accounting for four out of five real-time payments in 2025. PhonePe is the leading processor in India’s UPI market by transaction volume, handling more than 10 billion UPI transactions in July 2026.

According to Mint, Sameer Nigam is the founder and CEO of PhonePe. The company claims it is the first major third-party application provider to bring digital payments to this segment of users.

Partners, Devices, and a Concrete Rollout Timeline

PhonePe has partnered with feature phone manufacturers Nokia, HMD, Lava International, and Itel Mobile to preload the service on their devices. The rollout is already taking a specific shape: according to the Times of India, the PhonePe app will first be available on the Lava A7 Torch (2026), followed by the Lava A2 Smart by the end of September. That staged approach suggests the partnership with Lava International is further along than the others, at least in terms of device-specific availability.

Feature phones, sometimes called dumb phones in the United States, remain a popular choice in markets where smartphone penetration is lower or where data costs are prohibitive. In India alone, more than 200 million people carry feature phones. In 2024, approximately 15% of handsets sold globally were feature phones, amounting to nearly 210 million devices, according to CNN. India is the largest market for them, but Bangladesh, Indonesia, and other developing economies across Asia and Africa also see strong demand.

The numbers for North America are smaller but not trivial. 1.7 million feature phones were sold in the United States in 2024, a figure that points to a niche but real user base, partly driven by people deliberately stepping back from smartphones.

‘After everyone pushed into smartphones, some people who are trying to escape the digitalisation of everything go back to the old Razr-type phones with limited functionalities,’ said Ben Danner, Lead Analyst, Debit at Javelin Strategy & Research.

The Broader Payments Opportunity

For Danner, the PhonePe UPI 123Pay launch has relevance beyond India’s borders. ‘It’s a significant expansion for PhonePe and the UPI network, enabling digital payments to an even broader segment of customers,’ he said. ‘I could see this technology being useful in other regions that are predominantly cash reliant but not averse to digital payments.’

That framing is worth holding onto. The technical problem UPI 123Pay solves (how to move money without a data connection) is not unique to India. Across parts of Sub-Saharan Africa and South and South-East Asia, populations that have long relied on cash are increasingly comfortable with the idea of digital payments, but access to smartphones and mobile data remains uneven. Whether PhonePe has any ambitions to extend the service internationally is not stated, but the architecture it has built for the Indian market has an obvious potential fit elsewhere.

For now, the company’s stated next step is domestic: future software updates will layer in bill payments, recharges, and new user onboarding, with the Lava A2 Smart rollout targeted for before the end of September.
