TikTok’s P2P payments expansion is moving from rumour to regulatory paperwork. According to Bloomberg, TikTok is developing a feature that would let users send money directly via messages, putting the platform on a collision course with Venmo, Cash App and Zelle. But behind that headline sits something more concrete: formal licence applications to Brazil’s central bank that sketch out just how far TikTok’s financial services ambitions actually reach.

What the Brazil Filings Actually Say

TikTok has submitted two separate applications to Brazil’s central bank. The first would permit the platform to create self-use prepaid accounts, allowing users to hold balances and send and receive payments inside the app. The second goes further: it would allow TikTok to lend capital to customers and connect lenders with borrowers, moving the company well beyond simple wallet functionality and into credit markets.

Those applications did not arrive quietly. According to PYMNTS, executives from TikTok’s parent ByteDance, including Head of Global Payments Baohua Liao, held a direct meeting with Central Bank of Brazil President Gabriel Galipolo. That is not the kind of meeting you arrange if you are still in the early exploration phase.

The licences also land on top of a substantial infrastructure commitment. FinTech Futures reports that TikTok’s applications build on the back of a commitment to spend R$200 billion ($37.7 billion) on a new data centre in Brazil. Whatever TikTok is building there, it is designed to last.

TikTok P2P Payments and the Broader Play

The P2P feature described by Bloomberg would allow users to send money inside direct messages, with recipients tapping to accept and senders able to attach a note, a mechanic familiar to anyone who has used Venmo. There is also speculation that TikTok could route payments through TikTok Pay, its existing mobile wallet available to users in Southeast Asia for TikTok Shop purchases. Neither the feature’s timeline nor its mechanics have been confirmed.

Even so, the direction is clear enough. TikTok Shop has already turned the platform into a place where users discover and buy products without leaving the app. If the checkout experience is already inside TikTok, it is a short logical step to want the money movement to happen there too. P2P functionality would extend that loop, making TikTok a place not just to spend but to send.

The competitive read is obvious: Venmo, Cash App and Zelle all operate in the same space TikTok is edging into. But TikTok’s entry point is different. It is not trying to build a standalone payments app. It is layering payments onto a platform where its users are already spending hours a week, which is roughly how WeChat built its financial services dominance in China.

There is also a precedent closer to home. X, formerly Twitter, has launched X Money, offering P2P transfers, debit cards and deposit accounts for premium subscribers. Whether there is meaningful demand for financial services from X’s user base remains an open question, but TikTok’s demographic profile and its demonstrated ability to pull users into new commercial behaviours give it a different starting position.

For now, the P2P feature remains unconfirmed. But with senior ByteDance executives in the room with Brazil’s central bank chief, and two formal licence applications already filed, TikTok’s financial services push is considerably further along than the word “exploring” implies. The Brazil licensing process will be the first real test of how regulators respond.
