ECB and Brazil in Talks Over Pix European Expansion Plans

Brazil’s central bank and the European Central Bank (ECB) are in exploratory talks over Pix European expansion plans, with the two institutions assessing whether Pix can be linked to the ECB’s TARGET Instant Payment Settlement (TIPS) network. The ECB confirmed the discussions to Brazilian newspaper Folha de S. Paulo, saying both platforms have already begun work on connecting them.

What a Pix-TIPS link would actually mean

If the connection goes ahead, Brazilians would be able to settle payments in Europe using funds held in their home bank accounts, without needing a separate European payment instrument. The reverse arrangement, allowing Europeans to pay via Pix, does not appear to be part of the current plan.

Legal, security, technical, and operational assessments are expected to be completed by September, with both sides hoping to launch a pilot programme by June 2028. Nine departments at Banco Central do Brasil have been mobilised to define the governance framework and assess compatibility between the two systems. That is a substantial internal commitment for what is still described as exploratory work.

Ben Danner, Lead Analyst of Debit at Javelin Strategy & Research, framed the move in straightforward terms. ‘It shows Pix is willing to move beyond being a domestic network and partner internationally,’ he said. ‘It would make payments for Brazilians that are traveling to Europe easier and familiar by having the ability to settle over the Pix network from their own domestic accounts.’

Danner was equally clear about the ceiling. ‘The EU has its own instant payments system, so it’s not like Pix is going to take over the domestic payments system there,’ he said. ‘But I expect Pix to be partnering with more countries to enable acceptance for Brazilian travelers.’

The scale behind the ambition

Understanding why this matters starts with the numbers. Finextra reports that Pix has been used by 170 million people, representing 91% of Brazil’s adult population. That is not a niche product looking for growth; it is a system that has already achieved near-universal domestic adoption and is now eyeing what lies beyond its borders.

TIPS, for its part, already settles payments in the euro, the Swedish krona and the Danish krone, with the Norwegian krone scheduled to join in 2028 and Iceland’s króna set to follow after that. The network is, in other words, actively expanding its currency reach at the same time it is exploring connectivity with payment rails outside Europe.

That context matters because the Pix talks are not happening in isolation. The ECB began work last year to link TIPS with India’s Unified Payment Interface (UPI) and other real-time payment rails across Asia. A connection to Pix would extend that same logic to Latin America’s largest economy. The ECB appears to be running a deliberate strategy of building bridges between TIPS and high-adoption instant payment systems in major economies, rather than waiting for a single global interoperability standard to emerge.

This would mark Pix’s first major cross-border expansion, but Brazil has been laying the groundwork for international use for some time. The Bank for International Settlements‘ Project Nexus, which aims to enable interoperability among instant payment systems globally, already counts Brazil’s central bank among more than 60 participating central banks. International Pix also allows Brazilians travelling abroad to use the system at participating physical stores, though its reach has so far been concentrated largely in Latin America. Pix Roaming, meanwhile, allows visitors to Brazil to make instant purchases at merchants that accept Pix.

The open question in all of this is whether exploratory work translates into something Brazilians actually use at scale in Europe. The June 2028 pilot target gives both sides time to work through the governance and technical challenges, but it also means the Pix European expansion plans remain firmly in the assessment phase for now. The ECB’s parallel work with Asian payment rails suggests it is serious about the broader project; whether the Pix link clears every legal and operational hurdle before the pilot deadline is the detail to watch.
